Odisha Adarsha Vidyalaya Sangathan (OAVS) is an educational initiative run by the Chief Minister of Odisha, Shri Naveen Patnaik, who has a deep commitment to the field of school education. The primary objective of OAVS is to provide free, high-quality education in English to students, especially those living in semi-urban and rural areas across the state. By establishing Adarsh Vidyalayas, the organization seeks to nurture and showcase the talent of rural youth and promote their holistic development, encompassing physical fitness, artistic expression, and academic excellence. These co-educational schools are strategically located at block headquarters of all the 314 blocks of Odisha, providing education from secondary to senior secondary level from classes VI to XII. Adarsh Vidyalayas play a vital role in expanding modern education to remote areas, bridging the gap between students in small towns and villages, and providing mainstream education opportunities.

Origin:

OAVS was started in the year 2010-2011 as a ‘Model School’ initiative under the Central Assistance Scheme of the Government of India. However, it became independent of central assistance from the financial year 2015-16. The Government of Odisha took charge of the project and enhanced its features. On September 19, 2015, it was officially established as a society under the Societies Registration Act of Odisha. The General Body, headed by the Hon’ble Minister of School and Mass Education, acts as the apex body of the organization. The executive body, headed by an advisory cum executive chairman or president, oversees the organization’s operations. The Management Body, headed by the DC and ACS, provides guidance and direction. The Executive Body (Academics) under the chairmanship of the Commissioner cum Secretary, Department of School and Mass Education looks after the academic matters. In each OAVS, a Vidyalaya Management and Development Committee (VMDC) is constituted to look after the day-to-day affairs. The ultimate aim of the organization is to establish a model school in each of the 314 blocks of the state. The first Odisha Adarsha Vidyalaya was established in 2016 at Sanmouda by the Odisha Department of School and Mass Education. Over time, higher classes will be introduced, and new students will be admitted to class VI every year.

Key Features:

All the schools are administered by the Odisha Adarsha Vidyalaya Sangathan. The school offers classes VI to XII, each class has two sections and has an intake capacity of 40 students per class. Admission is granted through an entrance test, allowing students to join in class VI. The test is primarily non-verbal and objective in nature, ensuring fairness and equal opportunity for children from rural backgrounds. The teacher-student ratio is maintained at 1:25. The schools reserve 50% of seats for girls in each category. The allotment of seats is done according to the percentage of the SC/ST population in the respective blocks. The bridge course material has been developed to facilitate a smooth transition from the Oriya medium to the English medium. English serves as the primary mode of instruction, while Odia is taught as a second language. There is uniformity in the logo, school uniform, and badge across all OAVS schools to foster respect, pride, and a sense of community among the students.
